History of the City

Rwanda and Uganda share a complex and often turbulent history, marked by colonial legacies, ethnic tensions, and refugee flows. Rwanda, a former German and Belgian colony, experienced a Hutu revolution in 1959 and later a devastating genocide in 1994. Uganda, a British protectorate, faced its own challenges, including a civil war and periods of instability. The Rwandan Patriotic Front (RPF), a Tutsi-dominated rebel group, formed in Uganda and played a key role in Rwanda's civil war and the subsequent genocide. The two nations have a history of both cooperation and conflict, including the Six-Day War in 2000, which was part of the wider Second Congo War.
Early History and Colonial Rule:
  • Rwanda:
The pre-colonial kingdom of Rwanda was ruled by the Tutsi elite, with a significant Hutu majority and a smaller Twa population. Germany colonized Rwanda in the late 19th century, followed by Belgium after World War I. Both colonial powers implemented policies that favored the Tutsi, creating resentment among the Hutu.
  • Uganda:
Uganda was a British protectorate, with the British administration interacting with existing kingdoms and traditional authorities. The Uganda Railway, built in the 1890s, brought indentured laborers from India, some of whom remained in Uganda after its completion.
Ethnic Tensions and Conflict:
  • Rwanda:
The Hutu revolution of 1959 and the 1994 genocide against the Tutsi were driven by long-standing ethnic tensions and the perceived injustices of colonial rule.
  • Uganda:
The Ugandan civil war, which ended in 1986, involved various factions, including the National Resistance Army (NRA), which included Rwandan exiles.
The Rwandan Patriotic Front (RPF) and the Rwandan Civil War:
  • The RPF, formed in Uganda by Tutsi exiles, played a crucial role in the Rwandan Civil War, which began in 1990.
  • The RPF's invasion of Rwanda from Uganda ultimately led to the overthrow of the Hutu government and the establishment of a new government led by Paul Kagame.
The Six-Day War:
  • In 2000, Ugandan and Rwandan forces clashed in Kisangani, DRC, in a conflict known as the Six-Day War.
  • This conflict was part of the wider Second Congo War, which involved multiple actors and further strained relations between Uganda and Rwanda.
Post-Genocide Rwanda and its Relationship with Uganda:
  • Following the genocide, Rwanda has undergone significant transformation, including economic development and efforts to address ethnic divisions.
  • The relationship between Rwanda and Uganda has been complex and has fluctuated over time, with periods of cooperation and periods of tension.
  • Uganda has also faced challenges related to the presence of Rwandan refugees and the potential for their involvement in political and security matters.
