- The RPF, primarily composed of Tutsi refugees in Uganda, was formed in Kampala in 1988.
- Many RPF members, including future President Paul Kagame, had previously served in President Yoweri Museveni's National Resistance Army (NRA).
- The RPF's stated goals included securing the repatriation of Rwandan refugees and reforming the Rwandan government, including political power sharing.
- In 1990, the RPF invaded northern Rwanda, initiating the Rwandan Civil War.
- This invasion was driven by a combination of factors, including the desire to return home and the perceived need to reform the Rwandan government.
- The conflict was further complicated by the involvement of other armed groups, both within Rwanda and from neighboring countries, as well as the impact of the Rwandan genocide in 1994.
- The Rwandan genocide saw the mass slaughter of Tutsis and moderate Hutus, leading to a massive influx of refugees into Uganda and other neighboring countries.
- Many Tutsi refugees sought asylum in Uganda, where they had previously served as a military force in the NRA.
- The genocide and the subsequent refugee crisis strained the relationship between Rwanda and Uganda, as the two countries grappled with the consequences of the conflict.
- During the Second Congo War, both Uganda and Rwanda became involved in supporting different rebel groups, leading to conflicts between the two countries in the late 1990s and early 2000s.
- These conflicts, including the Six-Day War in Kisangani in 2000, demonstrated the tensions that existed between the two countries due to their involvement in the DRC.
- Despite these tensions, Rwanda and Uganda have also cooperated on various issues, particularly in the economic and diplomatic spheres.
